A large part of learning is training the attention module. How do you know what elements of your experience to attend to? There is so much noise you need to filter it out. This leaves the set of predictable dynamics. This is the world we see. Namely, physics: stable laws that govern the universe.
I suspect the real sensory data is much noisier, but we have learned to filter it out. We all filter in the same way, which is why the the laws are "universal".
